Id agree that dual sourcing traditionally means two sources (foundries) for a single chip design but...
I think the real concern is that a service provider could be left without product if a source dries up. This solves that and has the added benefit of giving a customer a backup (in the same form factor) if the primary chip design is faulty.
AMTX hasnt suggested that different designs would be used at each end-- only that their own product would be offered with both motorola and TI chips-- Im guessing that the TI chips may be cheaper but its just a hunch.
