Don, there are in fact ways around the restriction on insider shorts, though I doubt that any Rambus insiders have done so. In particular, some of the big firms like Morgan Stanley will package up a special option for insiders in this position which effectively removes the price risk to the insider. The firm is taking the opposite end, and so would presumably short in its own account to manage the risk. Again, I think that all insiders are avoiding this kind of questionable maneuvering, especially since they appear to believe that the stock price is now on the low side (quite unlike last August, say).
