PSINET REJECTS $10.00 A SHARE OFFER FROM SOME TELECOM COMPANY(forgot name),STATES OFFER AS GROSSLY INADEQUATE, STOCK TRADES HIGHER FOLLOWING RELEASE. WHAT IS SO BAD ABOUT PUBLICLY STATING THAT AN OFFER IS TO LOW? MY ONLY CONCLUSIONS ARE THAT WE ARE IN THE FINAL STAGES OF NEGOTIATIONS BETWEEN NORTEL AND BAY FOR A HIGHER PRICE OR...
