It's the nefarious international ilk conspiracy, Reg. First we go after Bill, then you.

You get mugged, you go to the police. They check out your story. They find some evidence to back you up, some means of identifying the perp, they take the evidence to the DA. The DA thinks he can take the case to court, he files charges. The DA's not into prosecuting mugging, like old Rick, he comes up with some theory about how mugging is good for us all.
