My take on the article is as follows.

1. Pakistan do not have necessary material & equipment as of right
now to conduct a test. The test can only take place if they get
the necessary assistance from China or someone else.

2. There is concerted effort by all parties involved to dissuade Pakistan from going on with the test including China from whom Pak must get the help to do the test.

3.The 'foreign diplomat' who said that China could turn India into ashes seems like an imbecile,either from S.Arabia or one of them Arab nations who is sympathizer of Pakistan or an ill-informed diplomat,could be even from China.

4.Pakistan is looking for face saving measures to get out of the test for the country is ill-equipped to withstand any sanctions and not in any position to escalate an arms race.As everyone involved seems willing to cooperate in this 'face saving exercise' Pak may be successful in accomplishing this task with ease.

5.Pakistan might in all likelihood disappoint the Indian strategists by not conducting the tests as the test would have assured India a
better strategic outcome.

As for Saudi they are not all that 'awash' in wealth as in the old days.They have been running a current account deficit for quite sometime now and the low oil prices are not helping any.In other words the country is in debt.Also the House of Saud is a bit on the shaking grounds politically.The way I understand it there is also a growing opposition in the country now as people are beginning to question the King and his rule.
