but it appears that a process to split up and privatize British Rail was begun when the Conservatives were still in power in the UK.

A company which I think owns the track "RailTrack" is an ADR in the U.S., but I think it's only available to institutional investors.

I'm sure you'll know more when you have a chance to read the link. Please let us know - it looks interesting.
