Rational:
As you said, I believe that there is a change in U.S foreign policy towards South Asia, particularly towards India.
As I understand it, it appears that US is feeling the growing military and economic clout of China. This is a source of discomfort for neighbors and superpowers, in the sense that China, in the future, may have territorial ambitions. US wants to balance this by letting India into Security council and into the exclusive nuclear club and at the same time providing nuclear and conventional umbrella to Pakistan and preventing a pakistani nuclear testing and strongly advising the Paks and Indians to resolve the Kashmir issue in terms of line of control.
US wants to maintain its superpower status, in addition to being the premier exporting nation. China's rise may be a threat to these American needs. US does not like trading imbalances with China, as it is at present. Besides China is a nuclear nation.
Don't be surprised that one day, once the outstanding disputes between pakistan and India were resolved, Pakistan and India can live in harmony like US and its northern neighbor, namely Canada.
