I'll agree that regulation does little to spur innovation. It does sometime direct investments.

As far as utilities are concerned: a little history is good. It was at the "development" stage as you call it that the original problems surfaced. Granted, they were mroe intrinsic to the type of business.
With multiple providers there was uneconomic duplication of facilities, monopoly abuses of pricing. People saw the need for a standard level of service and the need for wide public access to the services provided by utilities.

While I don't consider information technologies as 'necessary' services, many in the regulatory arena are thinking this way. This is one of the reasons that the FCC has been loathe to have internet providers pick up any access fees. Governments have been loathe to tax transactions occuring on the internet. I don't know how all this is going to turn out, but I suspect the end result will be that users of POTS will be subsidizing rural access to internet providers before all is said and done. I don't think I agree with that.

Nothing wrong with Gates producing an internet browser, but if he can give it away to lock the market up funded by the deep pockets from OS/office apps profits -- that seems to be unfair competition from the standpoint of other internet browser folks. What am I missing?
