Bibb County to pioneer debit cards for food stamps

MACON, Ga. - Bibb County will pioneer the use of an electronic debit-card system to replace food-stamp coupons in Georgia.

Use of the cards by the local Department of Family and Children Services office will begin in July, officials said Friday.

Clients who receive Temporary Assistance For Needy Families, formerly
known as AFDC, will also get those funds through the computer-based
system, called Electronic Benefit Transfer.

''This is going to be one of the best welfare reforms,'' said Tommy
Olmstead, a former Macon mayor who heads the state Department of
Human Resources. ''Being a Maconite, I'm excited we're going to get to
try it in Bibb County.''

State and local welfare officials expect the new system to cut down on
fraud, particularly in food stamps. They also expect the new system to
reduce paperwork and eliminate long lines at the welfare office.

Once the system goes statewide, the paperwork reduction and
streamlined operations could help cut $2 million a year in administrative costs, Olmstead said.

This is only the first of these entitlement programs which will positively impact the bottom line for CLCK.
