That's right. Stock index futures are traded in many countries. It is more convenient for US investors to trade WEBS (closed-end, single-country index funds) which are listed on the AMEX. Asian WEBS are available for Japan, Hong Kong, Malaysia, and Singapore. Other countries may be added. There's a WEBS thread on SI.

If you're interested in shorting, some Asian single-country funds trade at large premiums to their net asset values. Indonesia Fund was trading at a premium of almost 150% yesterday. These funds can be very volatile.
