Peering and all that--

For the second tier ISP's, the topic of peering, and especially
private peering with the first tier (MCI,SPRINT,UUNET etc), can be
quite problematical. Peering is the exchange of routing information
and traffic between ISP entities and it can take place in private,
or at public exchanges like at the MAE's.

Suppose you contracted with a local Internet Access Provider (IAP) and
this ISP could not pass your traffic into the greater internet because
nobody wanted to play ??

Gordon Cook runs a newsletter and in the November 1997 issue, an interview with a Verio network architect is given and this very topic
is discussed in some detail. I believe LVLT is justified in its
concern. Suppose you had a fantastic network and nobody wanted to
exchange traffic with you ?? Verio will, as per the article. I'd
post the article but it is copyrighted.
