Until the latest Drudge report rumor, it seemed to me that Russian launches were not likely to raise similar issues. The reason, simply, is that the Russians already know heaps about guiding MIRVed warheads towards the USofA. However, the latest business on Drudge's net rumor page about a black box containing encription hardward and software does raise a different issue. Of course if such a box did fall into Chinese hands after the 96 Long March rocket explosion, it would not appear to be Loral's fault in any way, or lead to sanctions. It could lead to a serious re-examination of whether launches of military encription technology ought to be done on foreign, and esp. Chinese or Russian, rockets. (Why not have some automatic self-destruction device that is detonated upon an external explosion, or if the box "disappeared" from where it was supposed to be? I'm sure Q could have set Bond up with one of those no sweat. <g>) Doug
