That still doesn't explain what S&P has been saying.

When did they go five stars on OE? What was the price then? Plus regular updates suggesting some alleged breakthrough deal is imminent?

Plus you're ignoring my discussion of the lead time that commitments entail. If there is any production looming in the future, these deals must be made now! That what this is all about. We're hearing about Mitsubishi and Ficht deals, yet OE has benefited from no new announcement since Bombardier. That sends the message that OE has been unable to close deals. I understand their predicament about letting the customer make announcements. Then they shouldn't be crying wolf to S&P. In case you hadn't noticed, this type of behavior has recently triggered a slew of investor class action lawsuits. No, I'm not suggested that applies here. However, it establishes that repeated promises should be kept or not made at all. We all know OE is spoon feeding this optimism to S&P.
