It's not even paper, mostly, but just electronic entries in electronic accounts.

Much has been said here about bailouts, and the Jan '95 'bailout' following the Dec '94 'peso crisis' has been mentioned as an example. But you hardly ever hear that 1. The 'money' never left New York, it just went from one account to another, because; 2. It was a bailout of American banks much more than a bailout of a neighbor and trading partner. .... but mostly what you don't hear is;

3. M‚xico paid it off a long time ago.
