You are absolutely right. Had Pakistan been a democracy from the beginning, things would be different. A majority of Pakistanis have been assured by the dictators (with instigation and military support from the West) that they would "defeat" India with an ulterior motive of continuing dictatorship. Sariff is pragmatic but he too seems to be puppet of Karamat and his defense minister. Sariff cannot remove a minister who publicly defies his boss to say very different things on a vital issue of Pakistani nuclear test. Look at Benajir Bhutto. She must have gone crazy to suggest that Pakistan attack Indian nuclear and missile facilities. She wants support of military more than Sariff wants.
