Bingo is a cash business just like any retailer is a cash business. A bingo hall has inventory, disposable paper and electronic bingo units, to sell and lease just like a retail store sells its inventory. Charitable conductors must account for each piece of paper and each dollar. You either have the paper in inventory, or the appropriate cash value in the till. Electronics of course have extremely good audit trails.

A lessor, such as BNGO, has very little to do with bingo. The lessor leases facilities to charitable conductors and in most cases is prevented, by law or regulation, from involvement in the actual bingo operation.
