Your post is an example of the rampant misinformation available on this subject. Check your stories closer. No missile technology was 'allowed' to be transferred to the Chinese. No missile technology was transferred to the Chinese by Loral or Hughes. The Chinese have had the technology for decades (curtisy of the Russians)

A quick review of the facts:

All that was done was to have the Chinese rockets launch US built satellites. One of the launches was a failure. Before the insurance industry would insure another satellite, they requested that the industry review the Chinese investigation report. Loral and Hughes were part of the review team. It was a Loral built satellite which was lost and Hughes was up next. They reviewed the Chinese supplied report and commented on it.

Campaign contributions are the real heart of this and as such is just political bullsh*t.
