In the final analysis, supply and demand will determine the price. In silver's case, this relationship is predictable as silver is being consumed. Gold, on the other hand, is not consumed, and is a "political" metal held by C.B.s, and whose price is not determined by normal supply/demand laws. Besides, by far, most of the trading done in bullion in London & elsewhere are paper transactions. The C.B.s do indeed hold the future price of gold in their hands, and they seem content for whatever reason, to keep the POG at present depressed levels.
