I think your paragraph about our constitution's framers' intents is a distortion. There, now that's out of the way, we can muse about mermaids!
I think the key to mermaid progeny is found in the oft-misquoted seaman's ditty, Roe, Roe, Roe your Butt. The poor things had to lay eggs, not sailors!
As for a shark having its way with a mermaid, no problemo. A hungry shark, not a horny one, though.
