I was at the Illinois State Legislature when this was being debated and the figures were put into the record.

It was defeated in committee by a tie vote. A big push against it was made by Rep Rod Blagdonivitch who said, and this is no shit, that since many of his constituents were muggers and rapists he was afraid they would be killed.
