No-Foster homes can be terrible-although I don't know if I'd say more damaging. I guess it depends. Too many people do it for the money and have no concept of what a damaged child needs. A normal child's needs are tremendous; imagine what a hurt one requires. Yet I have also worked with some wonderful people who took in children for years and raised them as their own.
Children should never be moved from place to place. PArents should not be given an extended period of time to get themselves "together" or it can go on for years. 6 months-and termination. Permanent placement time.
