This doesn't directly address the heart of your question but there is no way that not sending in certificates on a particular day would make you forfeit your interest in the company. Although I don't have any personal experience, IMO it would fly in the face of everything I know about law.

Is that what you think is happening to AGTI? If this helps, quite a few months ago when there was that nice run up, I tried to short from several brokers and they were unable to accommodate. Been going long lately so I don't know if things have changed in the last few months.

I also looked up if there was any short interest on viwes.com and they don't track BB's. It's a good place to track shorts on other stocks though.
