nytimes.com Notice that the legislation just passed by the Senate was directed at Iran and not Russia. The legislation has been in the works since last November. It may cause some diplomatic problems, but the sanctions and penalties are not automatic and may be waived by the President. In my opinion this legislation should have zero effect on Loral's use of Russian launch vehicles. The Russians need the business desperately.
