Can the use of an erection be restricted by the FDA?

If correct usage can be proven to be addictive (especially if those promoting usage know it to be addictive) or if there are health risks from second hand erections. Also, consider that states already prohibit advertising of erections in public places, especially where minors may be present.

But they could use a Joe Camel, Arabian desert theme to build brand identity.
