The concrete slab part sounds easy.

What is entailed in capping the adjoining wells?? Is it simply putting a special type of cover and using some permanent adhesive??

Is the lining, something put around the base part of the well on the ground??

Would the 'well' we are talking about here be similiar (except maybe bigger/smaller in size) to a water well (except without the water bucket)??

Even if they did everything required, they still would need approval from the appropriate governmental agencies (permits & inspections which could take time).

Maybe the holdup is with the local government??
