TG, The contractors would really enjoy the easy part comment. Even pouring a slab, capping adjoining wells, and lining to avoid seepage have to be performed within government standards, or the whole project could be turned on it's ear. It's really rediculous the way our government demands perfection when working with them, but the payoff in the end is usually well worth the extra effort. To us, these upgrades do seem minor, but to the Authorities who are in control, this is no laughing matter, we will comply, or else. I really believe this is the real hangup, along with the other points you mentioned, also. Blackie
