Christine, I think prevention would be a lot less expensive. We have talked about this before. There is no good for society in children having and raising (term used loosely) children at society's expense. The poorly raised children grow up to be additional expenses and problems for society. We have the technology to largely prevent this situation. "You want welfare? Fine, you get Norplant." Unfortunately we don't have the political will to do something so sensible. (Yeah, I'm one of those guys who really do feel that there are often simple solutions to complex problems.) What to do with the child problems we already have is a much more complex and serious problem. Jack
