With regard to Norplant, there was a superior court judge in Contra Costa County (Northern California) who made Norplant a condition of one woman's probation. Sadly, but perhaps not surprisingly, the judge's ruling was considered cruel and unusual and a violation of this convicted felon's civil rights.
