<< Perhaps he is not aware of the cost cutting in the Andes >> Yep I know. Not only in the Andes, but in Mexico, Brazil, Venezuella, and Congo as well. Soft materials lying on surface can sometimes be process at very low cost even below $100. My mind is clear on this part of the project.
