That's a distribution of capital gains. Meanwhile, the
stock market in Russia is down 64% from it's October high. The
economist economist.com has an article describing the
Russian Crisis. I will stay invested in RNE (bought at 26), but
I'm not in a hurry to buy more. You would get 30% or more in $$$
if you could buy GKO now. The risks are great now - but the
market knows about them, and, I believe, overshot on the downside.
It should be safe for a long-term investor to buy into Russia now,
or 1/2 year ago. (By "safe" I mean that these prices should not
last long - unless political situation changes).
