In the interest of rational discussion, I think this is an incorrect statement based on Mr. Dell's response in an interview with UPSIDE.COM on March 12 this year as shown below.

Who is your primary customer? Eighty percent to 88 percent of our business is with corporations and institutions--companies such as Procter & Gamble Co., The Boeing Co., Ford Motor Co. and Toyota Motor Corp. Of course, we've got all kinds of companies from [large to small], and we have education business. We have about 10 percent to 12 percent consumer [business].

Dell in fact very recently initiated an ad campaign designed specifically to target the "PC sales to individuals" market.
