I read Maduna's 22 page speech to parliament from Friday. Pages 5 to 11 deal with past problems and solutions to the issue of privately owned mineral rights and how that this is about to become a thing of the past. Specifically mentioned a couple times were the difficulties that foreign exploration companies had dealing in RSA, along with the development of a transitional mechanism to handle mineral rights now, in the period before new legislation is passed.

Page 21 dealt with Alexcor's problems in dealing with the CSO.

I'd suggest calling the South African Consulate in Toronto at 416-364-0314 and ask for Patrick Evans office to provide you with a copy. They faxed it me quickly this afternoon.
