Assuming there's nothing in the full text of the report that would significantly contradict the initial announcement, I'd expect GE to be in a position to effect a comprehensive alliance with a world-class mining firm. The deal would include up-front cash to GE, financing for all operations from testing of report data all the way through to extraction. Such a deal would essentially minimize the risk in MINE stock.

The difference between now and last week is that GE now holds ALL the cards in the negotiations for such an alliance and will be able to derive maximum payout from it. Indeed, I would be more inclined to call what is about to occur an auction, rather than negotiations.

As I said: Imagine the possibilities.
