To add to the cold-hearted point of view, one of Clark Worswick's books discusses a couple of Indian famines in the 19th century in which perhaps one third (from my dim memory) of the population perished. After that, the British decided to mobilize transportation and other resources to prevent another widespread famine.

Let's see, that would add up to another 30 crore people today if they had survived and reproduced as per India's growth since then.

Is famine relief a good thing?

BTW, the famine in North Korea appears to continue unabated to the point where 500,000 people are now said to be 'missing'. Aside from the horrible suffering, surely this must be having a dramatic impact on the South Korean psychology and markets.
