The only way to test this is to run PING or Tracerte utilities and have them point at talk.techstocks.com or whatever IP address or URL you are using to access SI.

Ping will only report total IP-level connectivity. It gives the total time it takes the packets to go thru the network and the server then back again. How do you break down the time it takes in the server from the network?

Tracert checks the health of the routers.

The only way that you could measure the network speed is if you could ping the gateway before the server and also ping the server. Then you could subtract server time from gateway time to figure out the server performance. I don't know of any command that does this or if this is a valid test.
