The DoJ is not "helping Netscape" they are enforcing the law.

Asking MS to ship Netscape's browser (which already has the majority market share) is not helping Netscape? I can't imagine an example of something which would directly benefit a single company more than that. The DOJ is directly supporting Netscape's dominant position in the browser market.
