Two issues in your message warrant some comment:

1. Whether the Administration will eventually be cleared. My opinion is that the administration acted in accordance with its policy regarding China. The memos by State and Commerce and the NSA clearly show there was extensive thought given to the 2nd waiver, and the Administration knew that politically, the approval could rear its ugly head which it has.

The question here really is what is the best policy? At this time many critics are saying, the best policy is opposite of what Clinton's is. Time will tell what is the best China policy. How much time? You tell me.

Politically, I doubt the Adminstration will be cleared. It just looks bad that Schwartz is a major contributor and got the waiver, no matter how much thought went into the decision from a policy standpoint.

2. Chinese fundraising. This is a big issue, which is unrelated to Loral, but China's involvement with Clinton and Clinton's involvement with Schwartz have made big issues out of both cases.
