The "66MHz new PCIbus" that you refer to is likely the Accelerated Graphics Port (AGP). This is a single-slot-only 66MHz superset of PCI for higher speed graphics intended for 3D applications.

Some superset enhancements include things like pipelined transfers (i.e., more than one transfer outstanding at a time), and special ordering rules that graphics controllers can deal with. This bus is only intended for graphics applcations and standard PCI cards that don't understand the new protocols cannot be inserted into this slot. New graphics controller chips are needed to make it work.

It also needs new support from the chip set and Intel's LX version of the PPro chip set addresses this problem.
