(AFCI) 35 5/8 +1 5/8: Piper Jaffray upgrades developer and manufacturer of digital local loop telecommunication systems from "buy" to "strong buy" following recent price decline; believes fundamental story is still intact and maintains its price target at $46, based on 40x 1999 earnings estimate; believes balance sheet concern are overblown as company has program to improve day sales outstanding and inventory items; feels that June quarter on track and AFCI should meet or exceed EPS estimate of $0.17 a share on sales of $98 mln;
