Even I don't give this one much credence, although I suppose even bolder scams have been carried out. It would require the collusion of all of the market-makers in ESVS. (Anyone happen to know how many that is?) And they would be taking a huge regulatory risk in doing this.

So, I have to conclude that there is just some confusion about the effective date.
