It was enacted for several reasons, among them:

1. The underlying motive was that politicians saw it as a way to create a new target constituency that would continue to grow in political power as the baby boom generation aged. The astute politicians saw that it could give them a great deal of power -- and it has.

2. It created paper work shuffling "service" jobs for a whole new layer of government workers who for the most part drain the wealth of the people who are private sector workers. Almost all government workers are public parasites.

3. It ostensibly was enacted to help reduce the cost of medical care. Instead massive fraud, government ineffectiveness and outright mismanagement has made health care the most expensive cost factor in the economy with the inflation rate in the 1000s of percent since the 1960s. People have a tendency to point the finger of blame at health care providers, insurance companies, or even the relatively new HMO system (which developed as a response to government programs), when actually the greatest share of guilt rests upon the doorsteps of D.C.
