Because of the unknown. People get scared when a government agency reviews contracts. It is something that is an everyday procedure, however it had to be published (IMO) to appease ATT and the others that took issue with the Ameritech/Qwst agreement. All it takes is a little rattle on a young stock and shares fall from the queezy. The Market Makers continually create high spreads to the downside. 1/4 pt at a time. Anyone that posts a market sell brings the market down swiftly. Perfect situation for shorting. The MMs love grabbing the stock like that and may even short it themselves. A more simple answer which was born out in trading is "cause it works". They will be covering now. TG
