Terrence, the California no-smoking in bars law only pertains to bars with employees. It is a workplace safety/public health law, not an attempt to stamp out individual liberties. Any bar owner who has no employees, or devises a system like a conveyor belt or a sealed room where smokers can congregate without jeopardizing the health of employees is quite welcome to allow smoking on his/her premises.
