Terrence, my opinion about the brain drain in America is that it is caused by too much television, bad nutrition, and the decline in quality in public schools.

Since you are adamantly against any infringement on personal freedoms, I am curious as to how you might solve this problem. My partial solution would be to educate parents and children about the dangers of too much television, make sure all pregnant women, infants and children are properly fed, even if that involves social programs to do so, and radically improve the public schools, which would require tax money to fix physical plants and raise teacher salaries, and reduce class size. Of course, I would make it easier to fire bad teachers and principals, as well. I think in the end the implementation of my ideas would start to raise the average IQ.

Is there a way you would attack this problem without public expenditures?
