Yes, left to their own the foundries would have cleaned up their act so to speak. And you're right, Ayn Rand would've been proud. Many in the Depression would've loved to see those factories belch that smoke and the jobs it would bring keeping the wolf from their door.

As for the expense, corporations usually pass it along to the consumer. They don't like to take a hit on their profits.
