I think it's called propaganda, and if it's repeated often enough and long enough it is mistaken for truth.

A few days ago, you and Jack were having a discussion of forfeiture under the RICO statutes. Another quirk in this abominable statute is that the property is seized via criminal proceedings, but redemption is handled via civil proceedings. The differences between the stiffer requirements of burden of proof and the less stringent requirements of preponderance of the evidence make it difficult to impossible for the rightful owner to retrieve seized property. Add to this the fact that the property can be and usually is confiscated on the spot, on the basis of mere suspicion, without any trial ever taking place.

I have heard of cases of people who because they had greater than "normal" amounts of cash on their persons were arrested and charged with suspicion of whatever seemed like it could be made to stick, courtesy of the RICO statutes, and the cash confiscated.

Highly reliable sources have told me that when the authorities go to make certain types of arrests, they first look to what valuables are there to be confiscated and then to the Code for possible charges.

I have heard also that all circulated paper currency in denominations of $100 and larger test positive for traces of cocaine.

The ACLU has remained strangely quiet and noncommittal in government abuses under the RICO statutes are concerned.
