You must be joking to label DELL being a "third tier" type of stock.
please look at DELL's long term chart from its IPO in 89 till now - and compare it with CPQ, HWP, INTC, - the only charts that can look as nice as DELL's are MSFT & CSCO (which has some bad spots here and there).

Sure DELL is very much a momemtum play ever since it shot straight up since aug of 1996 but it is not new to the investment community.
