I believe that CPQ is adjusting service policies to try and bring customer satisfaction up to Dell's standards, Dell has moved ahead of CPQ in providing both out of box quality and better handholding to individual consumers and CPQ has made improvement in those areas a major push.
There are individual retailers in various places offering 'fire sale' prices on bundles but this is driven by the retailers themselves and does not reflect CPQ pricing shifts. CPQ is instead working to create more demand generation in the form of advertising and promotional assistance, and some retailers are using the money they would have spent there to instead discount the bundles.
