Spectrum should look in the mirror and they'd see why they could not complete the secondary. They have not won any significant new contracts this year, overestimated the value of those previously won, have not released a new CTI product in over a year, and not come close to meeting sales and earnings estimates that they said would be met. Do not blame poor market conditinions on your stocks nosedive with the Nasdaq and Dow making new highs every day.
