The Soros hedge funds and others like them are run out of tax free zones like Bermuda, the Cayman Islands etc. To escape regulation under the laws that govern US mutual funds they are sold either (1) to an unlimited number of non-US investors, or (2) to less than 100 US investors per fund. This means that you have to be a very big hitter to invest in this type of fund. Some mutual funds are taking on more hedge fund like characteristics such as the ability to sell short, diversify less, invest in commodities, etc. but they will never have the flexibility the offshore funds have.
